SAC.“Shock Transfer: ‘Robocop’ Cop and Firebomb Killer Among First Biden-Commuted Inmates Sent to ADX Supermax”
Two convicted killers spared from execution by President Biden are now instead locked up inside America’s most notorious prison, the Justice Department told The Post Saturday.
The inmates were identified as Aquilia Marcivicci Barnette, of North Carolina, and former New Orleans police officer Len Davis, officials said.
Barnette shot his ex-girlfriend Robin Williams to death in Roanoke, Virginia, on June 21, 1996, weeks after he firebombed her apartment and left her with second- and third-degree burns, according to court records.

He also murdered 22-year-old Donald Allen in Charlotte after carjacking him during the same crime spree.
Davis — a notoriously corrupt cop once nicknamed “Robocop” for his aggressive policing style — was caught on FBI surveillance ordering the Oct. 13, 1994 assassination of Kim Groves, a 32-year-old mother of three who had tried to report him for brutality.
Prosecutors said he led a cocaine protection racket with other officers guarding drug traffickers.
Both men were on federal death row before President Biden wiped their sentences on Dec. 23, 2024. Davis has since asked a judge to reinstate his death sentence, calling the commutation “unconstitutional,” Nola.com reported.
They are the first of 37 Biden-commuted inmates slated for the nation’s toughest federal lockup, with 10 already having been moved since mid-September, according to DOJ officials.
The remaining transfers are expected to continue through “early next year,” FOX News Digital reported, marking the most aggressive federal transfer push since Biden cleared out most of death row.

Inmates there include Ramzi Yousef, convicted in the 1993 World Trade Center bombing; Boston Marathon bomber Dzhokhar Tsarnaev; cartel leader Joaquín “El Chapo” Guzmán and al-Qaeda co-founder Mamdouh Mahmud Salim.
The move follows a Justice Department memo issued shortly after US Attorney General Pam Bondi took office that directed staff to “restore a measure of justice” for victims’ families.

Families have blasted Biden’s end-of-term clemency wave as rushed and poorly vetted, saying they were never notified before the decisions were signed.
The DOJ said Bondi met with relatives earlier this year to hear their concerns, and many said they were blindsided by the last-minute actions.
“Two more monsters who plotted and violently murdered innocent people will spend the rest of their lives in our country’s most severe federal prison,” Bondi told Fox News Digital.

“This Department of Justice will continue to seek accountability for the families blindsided by President Biden’s reckless commutations of 37 vicious predators,” she added.
Bondi has framed the transfers as an effort to impose confinement that matches the severity of crimes including murder, arson and organized protection rackets.
Biden granted more acts of clemency than any president on record, issuing 4,245 total pardons and commutations, Pew Research Center data shows.
The bulk of those decisions came in the final weeks of his term, including the sweeping commutation of 37 federal death row inmates on Dec. 23, 2024.

Civil liberties groups, including the ACLU, have fought to block the relocations and called them punitive and unconstitutional.
A lawsuit filed earlier this year described ADX as delivering “maximum sensory deprivation and human isolation.”
Trump allies have urged the Justice Department to take a harder stance against violent offenders who benefited from Biden’s clemency push.
While the commutations cannot be reversed, Bondi has vowed to enforce the toughest confinement possible, Fox News Digital reported.
A DOJ memo said the transfers are meant to ensure conditions are “consistent with the security risks those inmates present because of their egregious crimes, criminal histories and all other relevant considerations.”
